porttool: ports.sgi.sh package upload/removal/timestamp helper

Hey all, I've created a simple script to manage packages for ports.sgi.sh.
It can upload, remove, or timestamp a package for you.
It requires that you have the aws cli configured with a profile selected for the sgidev S3; aws cli works fine with onre's python35 on IRIX.

To timestamp a package:

porttool stamp [name]
Ex. porttool stamp emacs-26.1.tardist

To upload or remove a package:

porttool [up/rm] [category] [name] [package]
Ex.: porttool up editors emacs emacs-26.1-201901171502.tardist
